2-pt conversions

Are the decisions to go for 2-pt conversions in the 4th quarter the individual product of each head coach or is there one master template that all teams operate from when opting for 1 vs. 2 on PAT tries?

Asking because twice now I've scored a touchdown to pull within 11 points in the fourth quarter, only to have the team attempt a 2-pt. conversion. This seems like a really bizarre position to attempt a 2-pt conversion. Making it still leaves the team down 9 points, leaving a 2-score game and in pretty much the exact same predicament a team trailing by 10 points would face.

Big difference between 9 and 10 points, though it is far riskier.

Down by 9 a TD, PAT, and FG is a Win versus a tie if down by 10. The offset is being down by 11 means a TD, 2PAT, and FG are required for a tie.

Most coaches/systems would take the 1 to get down by 10 and then make the decision for 2 on the next TD playing for win or OT/tie...
