Can't sign a DC in NCAA-FCS

For some reason my last two offers have been declined. The first was for more than what the coach accepted from the team he signed with. The second was just declined and the coach still remains available.

Why is this happening???

I had this happen not to long ago. My issue was, I didn't have enough money so the OC made more than my position players. Thus, the OC would not accept the position.

I waited until the 1st pre-season game and a OC was selected for me and the message about "coaches salaries are out of whack" appeared. I was allowed to adjust this. After that happens, you can switch out the OC if you don't like the one chosen.

Thanks. I looked at my contract money. I was over budget by 2+ million after offering the contract. Had to lower the offer accordingly. Unfortunately, I lost a great OC because of this and have to settle for this sub-par coach.
