onside kick

I'm not sure why a team that kicks an onside kick that goes out of bounds gets to rekick it? The receiving team should decline the penalty and take the ball at the spot the ball goes out of bounds. In my case the team rekicked it and got the ball. It's not a huge deal since it was a preseason game but this would be a huge deal in a playoff game. Also i'm curious the percentage of onside kicks recovered in real compared to mfn? Seems like its like 50% in my games which seems much higher than real.
