Penalty Should Have Been Declined

This play resulted in a sack. However, a holding penalty was accepted.

It should have been declined.

think it was accepted because the sack was at the 26 yard line (would've been 3rd and 13 in field goal range), with the penalty it was placed on the 31 yard line so 2nd and 18 still in field goal range but harder to get the first and a longer kick

only time i've seen a holding penalty declined was on 3rd down(to make it 4th and force a punt) or with a 7+ yard sack, or if there was a turnover on the play
