Salary cap for rookies

Hey all, first draft is coming up and the team I inherited has about 1 million in cap room but the team page says I need about 20 million for draft picks. When do I need to clear the 19 million. By the end of the draft? Is there a rookie signing period after the draft? Any help would be appreciated. Thanks!
