Do I have a setting wrong here?

Down 23-20, 36 seconds left in regulation, I have 2 time outs remaining...just completed a pass to make it 2nd-and-goal at the opponent's 7.

And the coaching staff opts to let the time tick down to 2 seconds, calls our second time out of the half and boots the field goal to send the game to OT.

Do I have something set wrong somewhere that would explain why we wouldn't have called time out #2 with 36 seconds to play and taken one or two cracks to win the game in regulation?
