This is a great time to get a team as you will be able to build it from scratch! preseason free agent

When will we be able to pick free agents again? I have had 2 contracts pending for 3 cycles now.

Did you try to sign them during the Late Free Agency 3? If so, go to your team page and click transactions and hit edit filter and make sure under Player Transactions you have the contract box checked and you can see what happened. The FB signed with you but the FS - Eric Frith rejected your offer and signed with Indianapolis.
