Salary Cap during Offseason

I feel like I read somewhere that during the offseason the salary cap doesn't count all players - just the top 53 maybe? Is that true? I always carry the full 60 through training camp and I'm right up against the cap now. When I cut down to 53 will I save money or are those extra 7 not reflected in my cap numbers right now?

Those contracts are reflected .. I have no idea why anyone would say they aren't.

The only time a "rostered" (and I use that very loosely) player is not counting towards the salary cap are the players you did not resign and let walk as FAs. They are kept on your roster until TC (I believe) unless the are signed elsewhere.

Probably what you read is that the salary cap is not enforced during the offseason. The salary cap is enforced during preseason and does count your entire roster.
