Force Fumble

Am I correct if I say that forcing a fumble is determined primarily by Strip Ball vs. Avoid Fumble?

Yes. Other factors such as the attack angle and collision speed and whether the player is already engaged in a tackle (where the next player comes in to try to strip the ball) are also used, but the primary decision is based on the difference of those two attributes.
