This is a great time to get a team as you will be able to build it from scratch! If you don't want to wait for the draft, though, check to see if there is a team in an established league that you can take over.

I have two empty coaching positions and have made contract offers, but coaches have not made a decision for several days

They sign during any non-draft stage - if your league is in a draft, you will have to wait until the first free agency stage after the draft is over.
