Time Outs in OT

Is there anything in the script that teams would start using TO within the last 2 min of OT? Had a game on MFN-7 between NE and MIA that neither of us used them in last 2 min. Miami actually could have had a chance to win the game had they used them but instead they just let the clock run out to end of game after completing a pass to around my 47 with like 30 seconds on the clock. I think the script should run just like halftime or end of game
