Offesetting Penalties

How can this happen? I dont think I have ever seen this before. I would think that one would cause the other. This happened on MFN-8

2-1-NJY 50 (3:53) PENALTY - Offsides (NJY 51-David Daugherty) PENALTY - False Start (NED 7-Eric Milo) - Penalties offset, replay down.

Hmm weird. I would think that its more likely that the D jumped first as its listed first???
