How many is too many

What is the number of times a team can run the same play without getting penalized for it?

I just had a game where the opponent got well over 10x on two (maybe three) defenses and only got hit once with less than 2 min left.

Does this need to be tightened up a bit?

You only see the verbage if the play outcome is effected or altered
