Over budget with a coaching staff

I've noticed a few teams way over budget for coaches...how is this possible?
I thought those were hard caps, just as the player cap is?

i am guessing that same as you can overspend for players for your team you could in a way overspend for your coaching staff.

The coach budgeting meter has never worked as far as I know. I've brought this up a number of times in the forums but it's still as wonky as ever.
